1. Introduction
These Terms and Conditions govern the use of the Aviation Payment Tracking System (APS), an official digital platform developed for managing flight permission requests, billing, and payment processing under the supervision of the Department of Civil Aviation of Lao PDR (DCAL).
By accessing or using this system, users agree to comply with all rules and regulations set forth herein.
2. Definitions
APS – Aviation Payment Tracking System, the official online platform for aviation permit and payment management.
DCAL – Department of Civil Aviation, Ministry of Public Works and Transport, Lao PDR.
User – Refers to Airlines, Agents, or Operators registered in the APS.
Permit – Refers to an Overflight or Landing approval issued by DCAL.
Billing & Payment – Covers fees, deposits, and financial transactions related to flight operations.
3. User Registration & Verification
All users must complete the registration process and provide accurate information and supporting documents.
DCAL reserves the right to verify or reject any registration if the information is incomplete, inaccurate, or does not comply with aviation regulations.
Registered Airlines and Agents are responsible for maintaining up-to-date contact and billing details.
4. Flight Permission Application
Airlines or Agents must submit Overflight or Landing requests through APS at least 48 hours before the intended operation, unless otherwise approved for urgent cases.
All required documents must be uploaded in accordance with the AIP LAO PDR requirements, including airworthiness, insurance, and crew licenses.
Submission does not guarantee approval; DCAL reserves the right to reject applications that do not meet regulatory or safety standards.
5. Payment & Billing
All approved requests are subject to deposit and service fees determined by DCAL.
Payment can be made via Bank Transfer, Visa, Mastercard, or PayPal as supported by APS.
Users must ensure payment completion within 15 days from the invoice issuance date.
Failure to pay within the specified time may result in automatic cancellation of the flight permit request.
6. Refunds and Adjustments
Refunds are considered only if the flight operation is officially cancelled and confirmed before DCAL approval.
Processing fees may apply.
DCAL reserves the right to deduct any applicable service charge before refunding.
7. Data Accuracy and Compliance
Users are responsible for ensuring the accuracy of all submitted data and documents.
Any false declaration, forged documentation, or misuse of the APS will result in immediate suspension or termination of system access.
DCAL may audit submitted data at any time for compliance verification.
8. Liability
DCAL and AIDC TECH Co., Ltd. are not responsible for indirect damages, losses, or delays caused by network issues, user errors, or third-party systems.
Users must ensure their own system security and authorized access credentials.
9. Privacy & Data Protection
All personal and operational data are collected and processed in accordance with Lao data protection laws.
Data may be shared with relevant authorities for aviation safety, security, or legal compliance purposes.
10. Modification of Terms
DCAL reserves the right to amend these Terms & Conditions at any time.
Updated terms will be published on the APS platform and take effect immediately upon publication.
